English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a latest survey of municipal councils, English councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England reported that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of councils attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and utilising savings to weather growing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Rises and Wider Financial Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to raise council taxes next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week further found local finances being stretched by the increasing figures of young people and adults needing Send support.

The County Councils Network projected that council deficits will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the scale of difficulties facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
